DIVISION HEAD - FINANCIAL ANALYSIS, BUDGET PLANNING, AND ASSISTANT TREASURER

Our client, the City of Dollard-des-Ormeaux, is looking for a Division Head – Financial Analysis, Budget Planning, and Assistant Treasurer to join their team.

Reporting to the Director – Financial and Material Resources, and Treasurer, the incumbent is responsible for planning, organizing, directing, controlling, and coordinating all activities related to accounting, operating and capital expenditure control, budget preparation and monitoring for the City, as well as the preparation of financial statements.

  • Bachelor’s degree in Business Administration, Accounting, or a related field
  • CPA designation or in the process of obtaining one
  • Advanced proficiency in Microsoft Office Suite (Excel – advanced level, Word, and PowerPoint)
  • Experience with municipal financial management software
  • Good French and English skills, spoken and written

Description

Reporting to the Director – Financial and Material Resources, and Treasurer, the Division Head – Financial Analysis, Budget Planning, and Assistant Treasurer is responsible for planning, organizing, directing, controlling, and coordinating all activities related to accounting, operating and capital expenditure control, budget preparation and monitoring for the City, as well as the preparation of financial statements in compliance with the requirements of the Ministère des Affaires municipales et de l’Habitation (MAMH) and generally accepted accounting principles (GAAP).

The incumbent prepares various periodic reports and actively participates in improving work processes and acquiring financial information systems.

Main responsibilities include accounting, capital expenditures, loan bylaws, budget preparation and monitoring, financial statements, financial forecasting, audits, internal accounting reports, and financial analysis.

Additionally, the incumbent will be responsible for administering the integrated financial management system (ERP).

 

Main Responsibilities

  • Oversee the planning, organization, direction, control, and coordination of all division activities following established policies, regulations, and programs.
  • Recommend strategic directions and objectives for the division based on departmental priorities and local issues, and ensure their implementation.
  • Ensure efficient use of the human, material, and financial resources allocated to the division.
  • Monitor financial operations carried out by departments to ensure compliance with operating and capital budgets, resolutions, bylaws, and applicable legislation.
  • Participate actively in the development and preparation of the City’s operating budget; analyze trends and financial forecasts.
  • Collaborate with the Director in drafting resolutions related to the division’s area of expertise.
  • Review tax accounts and property transfer tax in collaboration with the Division Head – Revenues and Taxation.
  • Prepare various reports and documents, including the City’s financial statements, employee pension plan reports, and other internal or required accounting documents.
  • Prepare the City’s year-end financial file (accounting analyses, spreadsheets, etc.) in collaboration with the Director and the Division Head – Revenues and Taxation, and act as the main contact during the annual audit.
  • Perform account reconciliations for the City’s Statement of Financial Position (Balance Sheet).
  • Design and develop procedures and tools to support the effective management of departmental activities; analyze and contribute to their implementation across the City.
  • Lead and support the development of financial systems and software tools.
  • Manage the integrated financial management system (ERP), including user creation and access management, following defined rules.
  • Oversee the development and training of division staff; recommend staffing levels; establish performance metrics; and conduct performance evaluations for employees under their supervision.
  • Ensure the health and safety of employees under their responsibility and enforce established human resources policies and practices.
  • Make recommendations regarding hiring, termination, and disciplinary measures for division staff, in collaboration with the Human Resources Department.
  • As required, participate in internal or external committees in areas related to their expertise.
  • Act as the Treasurer during vacations or other absences.
  • Carry out any other duties assigned by their supervisor.

Required Qualifications

Education

  • Bachelor’s degree in Business Administration, Accounting, or a related field
  • CPA designation or in the process of obtaining one

Professional Experience

  • Relevant experience in municipal accounting (asset)
  • Experience managing unionized office staff (an asset)
  • Knowledge of taxation (an asset)
