Our Client, the City of Dollard-des-Ormeaux, is looking for a Director of Human Resources to join their teams.

Under the authority of the General Manager, the incumbent plans, organizes, directs, controls, and coordinates all activities related to human resources functions within the City.

  • Bachelor’s degree in industrial relations, human resources management, or any other relevant discipline
  • Minimum of seven (7) years of relevant experience in a similar position
  • Human resources generalist with solid experience in labour relations and organizational development
  • Experience in employee management
  • Experience in a unionized environment
  • Experience in process optimization
  • Excellent knowledge of labor laws and their application in a municipal or organizational context
  • Good understanding of organizational issues and ability to navigate complex environments

Description

Under the authority of the General Manager, the Director of Human Resources plans, organizes, directs, controls, and coordinates all activities related to human resources functions within the City.

Acting as a consultant, he assists senior management, all departments, and all managers in developing and implementing strategies aligned with organizational objectives. He is responsible for all aspects of human resources management: organizational development, labour relations, staffing, training and skills development, occupational health and safety, pension plans, compensation, group insurance, and payroll.

The incumbent plays a key role in mobilizing staff and actively contributes to creating a healthy, motivating, and high-performance work environment.

The Director of Human Resources develops collective bargaining strategies for various work groups, participates in negotiations, ensures their implementation and interpretation, and manages grievances and dispute resolutions.

 

Main Responsibilities

  • Leads and supervises a team of four employees and external consultants.
  • Develops, recommends, and ensures the application of standards, policies, and guidelines in employee management and labor relations.
  • Coordinates negotiations with unions and may act as spokesperson for the City.
  • Manages disputes, handles grievances, and defends the City’s interests in these matters.
  • Advises managers on issues related to employee management (performance, absenteeism, attitude, disciplinary measures, etc.).
  • Assists and supports managers in HR management.
  • Coordinates staffing activities: recruitment, selection, orientation, and integration of new employees.
  • Supervises the management of group insurance plans, pension plans, and other benefits.
  • Implements training and professional development programs.
  • Ensures compliance with and monitoring of legal obligations regarding occupational health and safety, including prevention programs and claim files.
  • Monitors pay equity obligations.
  • Administers the payroll process and ensures its accuracy.
  • Prepares the annual budget for their department and ensures rigorous monitoring.
  • Fosters a healthy, motivating work environment that promotes employee well-being and engagement.
  • Supervises, trains, and evaluates staff, and ensures compliance with collective agreements and internal policies.

 

Required Qualifications

Education

  • Bachelor’s degree in industrial relations, human resources management, or any other relevant discipline
  • Member of the CHRP or CRIA (an asset)

Professional Experience

  • Minimum of seven (7) years of relevant experience in a similar position
  • Human resources generalist with solid experience in labour relations and organizational development
  • Experience in employee management
  • Experience in a unionized environment
  • Experience in process optimization
  • Experience in the municipal sector (an asset)
