Brief Description

Under the authority of the Senior Director of Human Resources, the incumbent directs, plans, and coordinates advisory support to the units in the management of their human resources, the management of labor relations and litigation files, the management of compensation and HR information systems, and the management of disabilities and occupational health and safety.

As the employer’s representative, the incumbent carries out various mandates aimed at maintaining a positive work climate through the rigorous application of policies, procedures, and working conditions in effect, and exercises an influential role with managers on all aspects of human resources management.

The incumbent directly manages business partners, support staff (1 person) as well as the compensation and HR analytics team.  In addition, the incumbent works closely with the Senior Director of Human Resources, the Director of Attraction and Employee Experience as well as the Director of Organizational Development and Transformation, the Director of Internal Communications, and the Employment Lawyer.

 

Main Tasks and Responsibilities

  • Ensure the deployment and evolution of the business partners’ service offering to all units in terms of coaching and support to the strategic aspects of human resources management
  • Advise the Senior Director of HR and Senior Management by proposing, developing, and implementing human resource management programs in the areas of occupational health and safety, labor relations, total compensation, and HR analytics
  • Ensure the development, administration, and management of the various HR information systems to ensure their integrity and relevance to the organization’s needs
  • Ensure the development of HR data dashboards and provide consulting support in terms of production and analysis for senior management and various bodies
  • Support managers to ensure human resources management is compatible with the organization’s philosophy
  • Ensure the management of global compensation and provide recommendations to ensure the competitive positioning of the organization according to the various legal frameworks and the organization’s capacities
  • Leads various negotiations of agreements and arrangements to ensure that conditions are in line with applicable frameworks while providing conditions that allow the organization to rely on a sufficient talent pool to accomplish its mission
  • Ensure the management and follow-up of grievances and various litigation files in collaboration with the labor lawyer
  • When required, present various files to members of senior management
  • Assume responsibility for labor relations activities with managers to improve human resources management in compliance with the collective agreements in force
  • Maintain a relationship of trust with the unions, manage the negotiation process, administer the agreements reached between the union parties and the employer, interpret the clauses relating to working conditions, and support managers in labor relations
  • Manage a team of dedicated professionals, and ensure their development and mobilization while implementing the new HR structure in a collaborative spirit toward the achievement of common objectives

 

Required Qualifications

Training

  • Undergraduate degree in industrial relations or human resource management
  • Master’s degree in industrial relations or human resource management (an asset)

Professional Experience

  • Minimum of 10 years experience in human resources, including 5 years in a management role
  • Must have worked in a unionized environment

Key Competencies

  • In-depth knowledge of human resources management
  • Excellent knowledge of laws and standards related to human resources
  • Excellent knowledge of French and a good knowledge of English, both oral and written

Travel

  • The incumbent will be required to travel regularly between the two sites (Quebec – Montreal)

 

About the AMF

The Autorité des marchés financiers (AMF) is the organization mandated by the Quebec government to oversee the Quebec financial sector and assist consumers of financial products and services.  It is distinguished by its integrated supervision of insurance, securities, derivatives, and deposit institutions – except for banks – and the distribution of financial products and services, including mortgage brokerage and the practice of credit reporting.

The President and Managing Director, appointed by the Government of Quebec, is responsible for the direction and management of the AMF. He exercises the functions and powers attributed to the AMF by the laws referred to in section 7 of the Act respecting the oversight of the financial sector. The organization is also administered by a board of directors composed of members appointed by the government.
